Innovation Law
The objective of the Innovation Law (nº 13,196, of 07/13/09) is to establish measures to encourage innovation and scientific and technological research in a productive environment, defining management mechanisms applicable to scientific and technological institutions. It aims to encourage the formation of strategic partnerships aimed at the pursuit of technological autonomy, training and competitiveness in the process of industrial and social development in the State of Rio Grande do Sul.
Among other measures, it provides:
- Differentiated and simplified treatment for State suppliers classified as micro and small companies, when they involve innovation
- Support for the implementation and consolidation of scientific and technological parks and technology-based incubators, with the aim of expanding investments in scientific and technological research, technological development and the incorporation of new technologies as enabling instruments to increase the competitiveness of the Rio Grande do Sul economy
- Support for the implementation and consolidation of Local Productive Arrangements (APLs), with the aim of expanding investments in scientific and technological research, technological development and the incorporation of new technologies, new processes, products or services, as instruments that enable the expansion of competitiveness of the gaucho economy
- Authorization for the establishment of a policy of financial and tax incentives, funds or special lines of credit with a view to achieving the objectives of the law, with universities and other entities and/or companies expressly authorized for that purpose as beneficiaries, provided that they have a production unit and/or or research center installed in Rio Grande do Sul, as well as researchers and scientists domiciled in the State, as well as the industrial sector in which the company operates
