Innovation law


The objective of the Innovation Law (nº 13.196, from 07.13.2009) is establishing incentive measures to innovation, scientific and technologic research in a productive environment, defining management mechanisms applicable to scientific and technological institutions. It aims to stimulate the formation of strategic partnerships focused on the search for technological autonomy, training and competitiveness in the process of industrial and social development in the State of Rio Grande do Sul.

The law foresees the following measures, among others:

  • Differentiated and simplified treatment for state suppliers classified as micro and small companies, when they bring innovation
  • Support to the implementation and consolidation of science and technology parks and technology-based incubators, aimed at expanding investments in scientific and technological research, technological development and incorporation of new technologies as enablers instruments of competitiveness expansion of the state economy
  • Support to the implementation and consolidation of Local Productive Arrangements (APLs), aimed at expanding investments in scientific and technological research, technological development and incorporation of new technologies, new processes, products or services as enablers instruments of competitiveness expansion of the state economy
  • Authorization for the establishment of a financial and tax incentives policy, funds or special credit lines for the achievement of the law objectives. The beneficiaries are universities and other entities and/or companies once expressly authorized, provided they have a production unit and/or a research center located in Rio Grande do Sul (the industrial sector is considered as well). Besides this, it is required that they have researchers and scientists living in the state.
